Article Processing Charges
What publication costs, when it is charged, what it pays for, and the terms that go with it. Everything an author needs to plan for is on this page.
The charge is raised after acceptance. It is not a submission fee, and it has no part in the editorial decision: see editorial policies.
The charge
Current rates
One charge applies to an accepted article of any type. Amounts are in United States dollars.

When the charge is raised
Nothing is payable to submit a manuscript or to have it reviewed. The charge arises only on acceptance. A manuscript that is declined carries no charge at any stage.
What it pays for
Where the charge goes
The journal makes no charge to readers, so publication is funded by the charge on accepted articles. It covers the work of turning a reviewed manuscript into a permanent, openly available article of record:
- editorial handling and the administration of peer review;
- copy editing, typesetting, and production of the HTML, PDF and XML versions;
- registration of a Crossref DOI and deposit of the article’s metadata;
- open access hosting, with no subscription or reader charge;
- publication under a Creative Commons Attribution 4.0 International License;
- the platform and long-term availability of the published record.
Payment
How to pay
On acceptance the corresponding author receives an email containing a payment link and instructions. Payment is made through that link.
Invoices, institutional purchase orders and questions about billing are handled by the editorial office at [email protected]. An author who expects difficulty meeting the charge is welcome to write to the same address before submitting; fee-relief inquiries are answered individually.
Authors who are members of Open Access Pub may have the charge covered by their membership for a stated number of accepted manuscripts. Membership terms
Withdrawal
If a manuscript is withdrawn
These terms are publisher-wide and apply to every journal. They are quoted here in full so that an author can read them before submitting.
Authors should contact the editorial office promptly and wait for written confirmation before submitting the work elsewhere.
Manuscripts withdrawn within 3 days of submission are not subject to a withdrawal charge.
Manuscripts withdrawn more than 3 days after submission incur a withdrawal charge equal to 30% of the journal's APC.
Authors must receive official withdrawal confirmation before submitting the manuscript to another journal.
Independence
Payment and the editorial decision
Editorial decisions are based on scope, scientific quality, methodological rigor, ethical compliance, reporting quality, and relevance to the journal, and remain independent of fees, memberships, optional services, and editorial or reviewer roles.
Paying the charge does not affect whether a manuscript is sent for review, how quickly it is handled, or whether it is accepted. The handling editor is not told whether a charge has been raised or met.
The review model is the same for every manuscript regardless of who pays for it: single-blind by default; double-blind review is available on request.
